Dr. Chang holds a Ph.D. degree in Electrical Engineering from the University of California, Los Angeles, awarded in August 1989. His major was Solid State Electronics, with minors in Quantum Electronics and Circuit Design. His dissertation was titled โ€œStudies of molecular beam epitaxially grown GexSi1-x/Si strained layer superlattice.โ€ He also earned an M.S. degree in Electrical Engineering from the State University of New York at Stony Brook in August 1985 and a B.S. degree from National Cheng Kung University in June 1983.

Currently, Dr. Chang is a Chair Professor at NCKU (since August 2015) and serves as the Director of the Semiconductor Research Center at NCKU (since August 2008).
